Proposition 202, also known as the 17-Tribe

the state and the gaming tribes that had been hammered out earlier in the year
between the 17 tribes and the governor. In the Arizona state's most expensive
election campaign, Proposition 202 hung on to garner victory by the necessary 50
percent of the total votes cast, plus one vote. The article's focal point is how
